Perhaps they're sniffing your network traffic. If that's the case, I would never ever EVER do any non-work browsing or email there again. Someone is watching. However, if they pretty much squashed every site out there that isn't super work-like... then your network is run by morons. Either way, you win.

meanwhile, a real problem: my new downstairs neighbors blast really awful music so that my floor vibrates - like mexican creed sounding shit or really really bad techno. or polka (which is what i'm hearing right now). the fact is, my stuff is vibrating. i told them to turn it down. i told them nicely. i told them fairly. it's really fucking distracting. what do i do?

you've got a few options aside from court. Since you've tried the ol' "It is like Hell" option. You either need to get this guy to isolate his speakers or evicted. I'll explain more in due time.
You told them to turn it down? Hopefully you asked them to turn it down. Ask again. If they continue, step 1)Call landlord and explain that you've asked multiple times and it's still going on. Keep track of what times they do it. The landlord can bitch at them for that. Step 2)Call cops and make a noise complaint. Hopefully unecessary, cause the hope is that the landlord biatching at them will make it change.
We had a guy under us in our last apartment that was an indie freak. He and his band would practice there sometimes like starting at midnight. He was a nice guy though and he put up eggshell foam all over his ceiling for us cause we complained and tried not to be loud anymore.
